Amount: full-tuition. About: Offered by Marion Community Foundation, the Irene Ballinger Memorial Scholarship is a full-tuition award to help students pursue post-secondary studies, especially in health care or elementary education. Applicants must be HS senior or graduate of Elgin HS; attended Elgin HS 2+ full academic years; applicants planning to attend a trade school, two-year or four-year college or university, graduate school, law school, or medical school.
