To qualify, nominee must be enrolled at a university in the Washington, DC, metropolitan area, the Maxwell School at Syracuse University, Brandeis University, the Woodrow Wilson School at Princeton, John Jay College at CUNY, SUNY – Albany, Binghamton, Brockport or from New York University.
