{"id":19901,"date":"2017-05-18T15:41:18","date_gmt":"2017-05-18T19:41:18","guid":{"rendered":"https:\/\/www.tun.com\/blog\/?p=19901"},"modified":"2017-06-27T17:22:29","modified_gmt":"2017-06-27T21:22:29","slug":"usc-rossier-dual-masters-degree-teachers","status":"publish","type":"post","link":"https:\/\/www.tun.com\/blog\/usc-rossier-dual-masters-degree-teachers\/","title":{"rendered":"USC Rossier Offers New Dual Master\u2019s Degree for Teachers in Partnership with Universities in Hong Kong and South Korea"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The<\/span><a href=\"https:\/\/rossier.usc.edu\/\"><span style=\"font-weight: 400;\"> USC Rossier School of Education<\/span><\/a><span style=\"font-weight: 400;\"> is <\/span><a href=\"https:\/\/news.usc.edu\/121275\/new-dual-masters-degree-program-to-begin-at-usc-and-universities-in-hong-kong-and-south-korea\/\"><span style=\"font-weight: 400;\">partnering<\/span><\/a><span style=\"font-weight: 400;\"> with <\/span><a href=\"http:\/\/www.ust.hk\/\"><span style=\"font-weight: 400;\">Hong Kong University of Science and Technology<\/span><\/a><span style=\"font-weight: 400;\"> (HKUST) and <\/span><a href=\"https:\/\/www.yonsei.ac.kr\/en_sc\/\"><span style=\"font-weight: 400;\">Yonsei University<\/span><\/a><span style=\"font-weight: 400;\"> in Seoul, South Korea to develop a dual master\u2019s degree program for bilingual education teachers. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Students will have the opportunity to earn a Master of Arts in Teaching &#8212; Teaching English to Speakers of Other Languages (MAT<\/span><span style=\"font-weight: 400;\">&#8211;<\/span><span style=\"font-weight: 400;\">TESOL) degree from USC Rossier. They will then choose between a Master of Arts in Korean Language and Literature through Yonsei or a Master of Arts in International Language Education for Chinese language from HKUST. Students will spend their first semester abroad in either Hong Kong or Seoul.<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter size-full wp-image-19905\" src=\"https:\/\/www.tun.com\/blog\/wp-content\/uploads\/2017\/05\/USC-Teach-Globally.png\" alt=\"\" width=\"851\" height=\"429\" \/><\/p>\n<h2><span style=\"color: #333333;\"><b>Cultural &amp; Language Understanding are Key<\/b><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">TUN spoke with Rob Filback, an associate professor of clinical education at USC Rossier and chair of the MAT<\/span><span style=\"font-weight: 400;\">&#8211;<\/span><span style=\"font-weight: 400;\">TESOL program, to get his insight on the new program. Cultural immersion, we were told, is a key factor in this program. <\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">It is very critical that teachers understand both the culture and background of their learners and the culture of the target language that they are teaching.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">\u201cThey need to be versatile and creative to facilitate target language experiences while teaching a language or teaching content in that language,\u201d Filback explained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With the advancement of technology, communication and increasing urbanization, globalization is a necessity. Language is a primary factor in globalizing this world. \u201cWe are seeing a growing emphasis on the learning of some major languages, such as English and Mandarin, while at the same time there is growing awareness and effort to sustain and promote lesser common languages and indigenous languages and to prevent language extinction,\u201d Filback said. \u201cThese tensions also point to a growing need to understand the role of language in learning and education, as well as, in sustaining society.\u201d <\/span><\/p>\n<h2><span style=\"color: #333333;\"><b>USC Rossier Dual Master\u2019s Program<\/b><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">USC Rossier is a pioneer for teacher prep and immersion programs, so enrollment is highly selective. According to Filback, the program aims at providing \u201can alternative model for language teacher preparation.\u201d <\/span><\/p>\n<blockquote><p>We are focused on the quality of the applicant and the quality of their experience in the program.<\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">While the program will start small and growth is expected, the plan for next year is to \u201ccap the program at no more than 15 per pathway.\u201d This will be an increase from the inaugural five-person group. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">An added bonus thrown in is the potential savings to enrolled students. \u201c<\/span><b>Due to the mutual transfer of 25% of the units, because of the dual degree structure, the program tuition cost is actually less than the USC Rossier degree would be alone,<\/b><span style=\"font-weight: 400;\">\u201d said Filback. <\/span><\/p>\n<h2><span style=\"color: #333333;\"><b>Need for Bilingual Teacher Prep Programs<\/b><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">There is an increasing need for bilingual teachers, but very few programs. Approving Proposition 58 in November of 2016, which made bilingual education programs legal in California public schools, was a step in the right direction. But <\/span><a href=\"https:\/\/learningpolicyinstitute.org\/product\/bilingual-teacher-shortages-california-factsheet\"><span style=\"font-weight: 400;\">only 30<\/span><\/a><span style=\"font-weight: 400;\"> teacher preparation institutions in California have bilingual education programs. There are over 80 that offer certificates in elementary and secondary teaching. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Filback acknowledges the lack of teacher prep programs as an issue, but he also sees problems in existing programs. \u201cExisting bilingual teaching pathways, such as completing a teacher prep program and adding on a bilingual authorization, have been outpaced &#8211; and, perhaps more importantly, they are often insufficient for preparing teachers, who come from outside the US, or who have not themselves experienced K12 education in the US, for the significant adjustments they need to make to excel in US K12 classrooms and in working with students, parents and other stakeholders,\u201d Filback told TUN. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since the need for bilingual teachers and citizens is increasing rapidly, USC Rossier is eager to expand its program to countries like Brazil, Colombia, France, the Middle East and Russia in the near future even though there is also an expectation for other colleges to follow suit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c<\/span><b>There is a need for experimenting and testing out different types of models for teacher preparation, broadly speaking, and language teacher preparation, specifically, including equipping teachers with the knowledge and skills to support learners with a variety of language backgrounds<\/b><span style=\"font-weight: 400;\">,\u201d said Fiback. \u201cTherefore, we would hope to see other universities developing a variety of other models.\u201d <\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The USC Rossier School of Education is partnering with Hong Kong University of Science and Technology (HKUST) and Yonsei University in Seoul, South Korea to develop a dual master\u2019s degree program for bilingual education teachers.
